• Missouri: Full reopening. On October 28, Gov. Mike Parson (right) issued an executive order prohibiting state law enforcement agencies from forcing a person to receive a COVID-19 vaccine or punishing a company for failing to comply with the federal vaccination warrant. On September 29, a district judge blocked Attorney General Eric Schmitt`s efforts to use a class-action lawsuit to ban mandatory school masks statewide. Since the first lockdown in China`s Hubei province[523] and nationwide in Italy in March, lockdowns have continued in many countries in 2020 and 2021. On March 24, 2020, India`s entire population of 1.3 billion was ordered to stay home during the lockdown, making it the largest of the pandemic. [524] The world`s longest continuous lockdown of 234 days occurred in Buenos Aires, Argentina, in 2020, although the city of Melbourne, Australia, in October 2021, spent the highest cumulative number of days in lockdown with 267 days over different time periods. [525] POTUS signed H.R. 133, legislation that provides consolidated funds for the fiscal year ending September 30, 2021 and provides emergency response and assistance against the coronavirus, as well as for other purposes. The Centers for Disease Control and Prevention is updating its guidelines and recommending that people living in areas with high or high levels of COVID-19 transmission wear masks indoors to maximize protection from the Delta variant and prevent possible spread to others. • Louisiana: Full reopening.

Governor Jay Inslee (D) issued an executive order requiring vaccination of state employees, including teachers, health care providers and contractors.

The ordinance comes into effect on October 18 and allows an exemption for people with disabilities or sincere religious beliefs. The Ministry of Health has amended an ordinance on mandatory masks. Regardless of vaccination status, people 5 years of age and older must wear a mask in public spaces or at large outdoor events with 500 or more people. Exceptions are training or competition in a sport or private indoor or outdoor gatherings of less than 500 people. On March 8, 2021, England began a gradual exit from lockdown. A four-step plan, known as the roadmap for reopening, is expected to ease lockdown restrictions „prudently but irreversibly.“ Instead of going back to the tiered system, the government said it plans to lift restrictions in all areas at once, as infection levels are largely similar across England. People over the age of 2 must wear a face covering when coming into contact with non-household members in public and private indoor spaces. Cary and Knightdale counties also have mask requirements, and Charlotte Mayor Vi Lyles announced a mask mandate for Charlotte and Mecklenburg counties, starting Aug. 18. Governor Janet Mills (R) announced that health workers must be fully vaccinated by 29 October. The Portland City Council voted to implement a mask requirement. Starting January 5, people aged 2 and over will be required to wear a mask in indoor public spaces. Companies that require on-site proof of vaccination do not need to require masks.
